PERM 劳工证申请
为了保护美国国内的劳工就业机会，美国政府规定若外籍人士要在美国工作可透过申请劳工证的方式，此程序简称为PERM，主要适用于第二优先类別(EB-2)及第三优先类別(EB-3)的职业移民申请(但国家利益豁免不在此限)。PERM程序需由美国雇主先对外进行招聘，确定都找不到符合的美国劳工之后，才能为该外籍人士进行PERM劳工证申请程序。且法规规定不可廉价雇用外籍人士。
劳工证申请的主管机关为「美国劳工部」(DOL)，在获得劳工证后才能进一步向美国移民局(USCIS)申请职业移民。有关劳工证申请的进一步资料，请洽询北美联合律师事务所。
